Will the suction cup actually hold?

On smooth, non-porous surfaces, yes. Think glass, glazed tile, an acrylic tub, or a sealed wood floor. Press it down hard and push the air out from the center. It will not grip grout lines, textured paint, carpet, or fabric.

What lube should I use with it?

A thick water-based lube is the easy answer. It is safe with PVC, safe with condoms, and rinses off with water. Silicone lube also works with this material and lasts longer, but it is messier to clean up and you should never use it on silicone toys.
